India and Saudi Arabia Join Forces to Establish Two Cutting-Edge Refineries

India and Saudi Arabia Forge New Energy Partnership

In a significant move towards enhancing energy security, India and Saudi Arabia have unveiled plans to jointly establish two oil refineries within Indian territory. This decision emerged from a recent visit by Prime Minister Narendra Modi to Saudi Arabia, where discussions aimed at bolstering investment ties took a prominent position.

Collaborative Investment Initiatives

During this pivotal visit, the High Level Task Force on Investment (HLTF) reached consensus on various initiatives designed to accelerate investment flows between the two nations. Saudi Arabia has reaffirmed its commitment to invest a staggering $100 billion in India, targeting a diverse range of sectors such as:

  • Energy
  • Petrochemicals
  • Infrastructure
  • Technology
  • Fintech
  • Digital Infrastructure
  • Telecommunications
  • Pharmaceuticals
  • Manufacturing
  • Health

The establishment of the refineries is timely, as India experiences a surge in demand for petroleum and petrochemical products, thereby ensuring energy security for the nation.

Strengthening Strategic Partnerships

On April 22, 2025, Modi and Crown Prince Mohammed bin Salman of Saudi Arabia convened the India-Saudi Arabia Strategic Partnership Council (SPC) in Jeddah. The council reviewed the progress of various committees focusing on multiple domains, including:

  • Political relations
  • Defence
  • Security
  • Trade
  • Investment
  • Energy
  • Technology
  • Agriculture
  • Cultural exchanges

The meeting also emphasized the deepening of defence cooperation, leading to the formation of a new Ministerial Committee on Defence Cooperation. This initiative aims to enhance joint military exercises and training programs, fostering collaboration within the defence industry.

Cultural and Tourism Committees Established

To further enrich cultural exchanges and strengthen people-to-people connections, the SPC announced the creation of a Ministerial Committee on Tourism and Cultural Cooperation. With this addition, the SPC now comprises four primary committees, including:

  1. Political, Consular, and Security Cooperation
  2. Defence Cooperation
  3. Economy, Energy, Investment, and Technology
  4. Tourism and Cultural Cooperation

Expanding Collaborative Efforts in Space and Health

A memorandum of understanding (MoU) was signed between the Saudi Space Agency and India’s Department of Space, focusing on collaboration in peaceful space activities. Additionally, two other important agreements were finalized in the fields of health and anti-doping education and prevention.

A Brief Return Amidst Regional Tensions

Despite the fruitful discussions and agreements, Modi had to cut his trip short and return to India due to a terror attack in Pahalgam, Jammu and Kashmir. This incident underscores the ongoing security challenges in the region, highlighting the importance of cooperative defence efforts between India and Saudi Arabia.

This strategic partnership not only emphasizes India’s commitment to energy diversification but also enhances bilateral relations, paving the way for future collaborations in various sectors.
