China has expressed a willingness to mend its relationship with Canada following the recent electoral victory of Prime Minister Mark Carney and his Liberal Party, which has secured another term in office. This statement comes amid a backdrop of strained relations, characterized by various incidents that have tested diplomatic ties between the two nations. Guo Jiakun, a spokesperson for the Chinese foreign ministry, indicated that Beijing is keen to enhance Canada-China relations based on mutual respect and equality.

A Remarkable Political Turnaround

The recent election results represent a significant revival for the Liberal Party, which appeared to be on the verge of defeat earlier in the year. This resurgence has prompted a cautious but optimistic response from China, which, while not formally congratulating Carney, reiterated its consistent stance on bilateral relations.

History of Tension

Relations between Beijing and Ottawa have deteriorated over the past few years, primarily due to several key incidents:

  • December 2018: The arrest of a high-ranking Chinese telecom executive in Vancouver on a U.S. warrant led to the retaliatory detention of two Canadians by China on espionage charges.
  • 2019 and 2021: Allegations of Chinese interference in Canadian elections further exacerbated tensions, which China has consistently denied.
  • 2023 Diplomatic Fallout: Canadian Foreign Minister Melanie Joly expelled a Chinese diplomat accused of targeting a prominent opposition lawmaker, alongside his family, for his criticisms of the Chinese government.

Ongoing Diplomatic Challenges

In addition to these incidents, Canada has criticized China’s actions in Hong Kong and the treatment of the Uyghur Muslim minority. Recently, Joly reported that China had carried out the execution of four Canadian citizens, which has raised alarms in Ottawa. In response, China defended its actions as being “in accordance with the law.”
